SEQUENCE_DICTIONARY parameter can be given as input, in the instance where the tool can't find a sequence dictionary in the input vcf or bam. I see different possibilities here:

Sequence dictionary is simply input as a dataset (of type txt?).
Sequence dictionary is derived from reference genome location (.dict file).
Sequence dictionary is created on the fly from a reference genome, if it doesn't already exist.
