deprecate model restarts in moseq2-model for restarts handled in moseq2-batch? #30

What do you think of this? Based on my usage and other people's usage, it seems moseq2-batch is the preferred way to run model restarts.

as of commit dc74610 running restarts from moseq2-model is deprecated.

This still an issue in master?

still an issue for the master branch - we'll probably need some tests to work this out
