Pending draft update 01 will bump the ...TREE_ALG to 3, leaving 2 for the CCF Alg

Changing "today"/11/20/24 makes 3 inconsistent with 2 from the DataTrails backend
Once the backend is changed, the library should be changed to 3 as well.
