Unable to blacklist approved person

Background: There come up an situation where an person changed chapter and therefore no longer is eligible to participate as a candidate in our elections.

Problem: I don't seem to be able to find a way to either remove an approved person or blacklist such person.

Wish: Either be able to remove a person from the system or be able to move them to the blacklist.
