Revoke delete access when you lose a mandate

If you have created a link beloning to a mandate, you shouldn't be able to remove it once you no longer have that mandate. You should be able to see it though.

For example: Ture Teknolog is Lokalchef and creates a link with the lokalchef-mandate. When he no longer is lokalchef, he shouldn't be able to delete the link anymore
