Document empty shapefiles

when site opens back up I will test again. These are either truly empty or when downloading their site UI prevented rapid downloads. Will update ASAP.

The states where proposals are empty might be the ones that have not yet received PMGSY-III approvals.

You can go to http://omms.nic.in -> Proposals -> Sanction and Pending Works -> Select March, 2022 and PMGSY-III to get the list.

@harshnisar do you have a document about the habitations/ blocks I can review? Would like to understand sources, population logic/ date (2001? 2011?) And location codes.
