Can this be used to transform sql -> datafusion logical query plan in C++?

No.

We haven't exported datafusion_expr::logical_plan::LogicalPlan yet.

datafusion_expr::logical_plan::LogicalPlan has many APIs. It may be better that we export Substrait related API instead of datafusion_expr::logical_plan::LogicalPlan.
