Can we update the excon dependency to 1.x?

The current Excon release is 1.2.1. We're currently stuck on the 0.112.0 release though to main compatible with avro_turf. I was wondering if we can update avro_turf to use the latest version?

The changelog doesn't indicate that there's too much different about the 1.x releases, so it should be pretty easy to upgrade. It does make the list of server status codes that will be retried by default a lot shorter though (e.g. unauthorized 401 errors are no longer retried). That's probably a sensible change to pull in though anyway?

I'm happy to make a PR for this if there's no objection.
