Notebooks pane in UI needs links to launch JupyterLab/Jupyter etc #48

User would not expect that they have to go into Compute tab to launch these.

@prasanthpul - Not sure what you mean. You have those links also from the AML Notebook, here:

@CESARDELATORRE that menu is only available when a notebook is selected. If I have an empty directory and just want to launch Jupyter or JupyterLab, I cannot do it from the Notebooks pane. I have to go to the Compute pane instead
