Also would be happy to have it as a dev dependency too. Don't like globals, personally.

What if we installed npx globally and then ran one-off global commands (like semantic-release-cli setup) using npx (so it'd be npx semantic-release-cli setup)?

Worth a check to see if this is just something yarn already does too, as we already have that as an option
