NERVE: modify what happens when user accepts NERVE identification w/o linking

Expected Behaviour

User accepts a NERVE "entity" that us not linked to an URI
Result:

1. No rdf is created
2. the @resp="NERVE" is removed
3. the tag shows up in the structure panel but there's no new entry i the entity panel.

Current Behaviour

2. the @resp="NERVE" is removed
3. the tag shows up in the entity panel.
