Using netlify every new page load generates the cookie popup

✅ What did you expect to see?

Using netlify doesn't make you do this each time

Netlify on PRs

View any netlify preview on any active PR

📚 Any additional context?

Likely this is controlled by the netlify version. Maybe we need to raise a bug there.
