目前是用cluster.Name去查找cluster，以及关联卷，但是这样cluster.Name就无法做修改，且cluster一但修改名字，关联的卷里的名字没有同步修改，就会查不到卷。

cluster关联从name改成id并提供db migrate功能
集群支持填写region
支持修改集群名称
支持下架/删除集群（停止在管控平台管理）
