It might be helpful to put an arrow with "INSTRUCTIONS ABOVE; LOOK UP" where the Wall of Shame used to be (to point out the giant poster that somehow is invisible to quite a few people).

When users are reminded to look up, their response has always been "Oh, I didn't see that there!". It seems that users are looking at the terminal screen for answers, rather than the walls around them, so having signage on the screen itself may help.
That would be a good idea, but we might need a multi-page instruction manual then...like perhaps have different lines for "How To Create An Account", "How To Fund Your Account", "Who We Are", etc? Basically making the left side of the screen into an embedded tutorial? I just don't think we can fit everything on one screen without making the text tiny.
