What resource do you need?

Terraform Resource Name:
azurerm_cosmosdb_mongo_role_definition
azurerm_cosmosdb_mongo_user_definition

What is your use case?

Adding users and roles to Azure managed Mongo DB (Cosmos DB with kind MongoDB)
