When I want to create a user, I get the message "Error:". #498

Hello,
After logging in with the admin account. I want to create a new user. I click on Settings -> Users -> Fill in the required data. Now I get an error with the message: "Error:" Where is my problem?

i am using version 1.9 with php 8.1
