Summary

Disable increment account sequence number value for feepayer account

Problem Definition

Cosmos SDK allows to set feepayer param for all transactions thanks to this - transaction fee is charged from another account (fee payer). These transactions must also be signed by feepayer account. We want to create a service that will be signer all transactions and pay fees instead of our user. But for sign transactions, we need to use a sequence of fee payer accounts - which today increment automatically for each transaction. This means that we can only sign 1 transaction per block.

For me - disabling of increment account sequence number value for feepayer accounts will not reduce safety.

What do you think about it? Maybe someone sees security issues?
