Add a kola test that sanity-checks the output of ostree admin config-diff

There should only be a limited set files expected in that output on a freshly provisioned system. We should add a test that fails if any unexpected file shows up there. This would've caught openshift/os#1036 on Fedora likely before it even hit RHCOS.
