Two blockers:

CuPy hasn't supported it yet (Support cuSPARSELt v0.6.0 cupy/cupy#6757)
Newer glibc is required (cuSPARSELt v0.4.0 for aarch64 requires glibc 2.27 cusparselt-feedstock#29)
