On Edit Tags screen, only Case tags are shown #961

On Edit Tags screen, only tags are shown if they are used for Cases only.

The tags that are used for other entities are NOT shown

other entity

This is however not true for New Case screen where we see all the Case tags irrespective of usage by other entities.
