Add ignored list and config file

Add an ignored list for aliases used not for speed but for convenience, ie. ignore these nvim, vim, vi aliases ince they are all re-aliased to nvim in my personal config.
.alias-tips-ignore (todo deside file/name or format)

nvim
vim
vi

Add a config file, also support loading from a config file since env variables can be finicky

Maybe load at
~/.config/alias-tips
or
~/.alias-tips
or both?
