The challenge format should be defined precisely so people can start writing challenges.
This task can be only done partially while #3 is in progress.

The challenge format schema should be created in the backend repository as its own file and then referenced by the openapi file.

Will keep this open as long as input format and validator/solution format for #3 is unspecified.
As of right now, the basic format is specified.
