Add more cosmetics (PAC outfits)

I intend to accept community contributions for these if we ever get them with some form of rewards system in place for doing so. Was thinking we might want to make the Discord bot able to accept them via the command and file uploads. Would need manual approval, of course.

Regardless of how we get the outfits, we need a modest but sizable roster of baseline outfits for this whole project to work, so we'll be making the majority of them ourselves. Let's get it done!
