I think it's good to let the rep info persist even if there are no reports. No reports could be from adjusting the date range to filter the reports, so there may actually be reports that just are not displayed based on the input. Also, I think the potential benefit of having the direct link to the contact forms always be present outweighs the nuance of if it should be displayed based on the input selection.

Addendum: I misunderstood the first time reading the question. I think that would be a good idea. It's basically a step further than what I was thinking/describing.
