Create some dummy data for the purpose of UI work

We need some dummy Pothole objects so we can move forward developing the UI.

There should already be some dummy data on the spotholes staging server. I need to get with @davidgrieser to talk about getting this off of my personal AWS account and getting all of the domains and SSL certs pointed to the right place.
