[Admin][Public] SGR points

As per last decision, SGR points on the map should behave as initially intended, meaning:

• SGR points will be listed as PCT_Serviciu = Colectare separată deseuri, PCT_Tip = Punct ambalaje cu garanție (SGR) (PCT_Tip_12)
• For these points, a special text will be displayed in the public portal (in view point details), as depicted in Figma "Atenție! Ambalajele trebuie să aibă simbolul SGR (ambalaj cu garanție) pentru a fi colectate de aparatul SGR."
• Highlight these points as a quick filter eg. in the empty state, and quick filters nice to have

Nice to have:

• If PCT_Tip = Punct ambalaje cu garanție (SGR) (PCT_Tip_12), then PCT_Bon = Da by default (can be edited).
• If PCT_Tip = Punct ambalaje cu garanție (SGR) (PCT_Tip_12), typically these points will collect materials SB_01 (Sticle),
  it would be nice if these materials collected are selected by default (can be edited).
• For other points that collect any of these materials, but are not PCT_Tip = Punct ambalaje cu garanție (SGR), a special text will be displayed in the public portal as depicted in Figma "Acest punct NU colectează ambalajele utilizând un aparat în sistemul garanție-returnare."
