A data journalist who wants a "navigation" button

As a data journalist who doesn't want to get lost when reading the page,
I want a function to let me know which page I am in currently and navigate to other subpages smoothly,
So that I have a more comfortable experience reading the pages.

Definitions of Done:
The navigation buttons appear on every page
Clicking the buttons consistently lead to the intended subpages
A user can navigate to all subpages without returning to the home page
Conduct a customer survey to and the user gives clear feedback that he/she is comfortable.
