As a student enrolled in DPI-691M - Programming and Data for Policymakers,
I want to build a website where I can practice programming techniques,
so that I can enhance my skills and develop a more advanced version of the site after Sprint 2.

Definition of Done:
A live website with at least three working pages loads without errors and offers seamless navigation, verified through browser testing.
Three distinct programming techniques demonstrate skill progression and modularity, validated via code review for reusable structures.
The website is responsive on desktop, tablet, and mobile, confirmed through browser tools and device testing.
Documentation explains the programming techniques and extension possibilities, approved by peers or an instructor.
