Update to @wordpress/scripts v13+

Once @wordpress/scripts gets updated to version 13 this error comes in:

There are still 12 major updates to 24 (current as of 8/2022). Compatibility with @wordpress/scripts newer versions and WP 5.0 (for backwards compatibility) is unknown.
