feature: how many unused floating ips

• add command that returned a count of unused floating IPs (or available IP true or false).

For now, I may try to interrogate the "cm network list floating ip"
output in my scripts to determine when I would need to programatically add a new one, but that would obviously break if you decide to change the formatting of the output so it isn't ideal.
