Toolbar/Menubar focus keyboard shortcuts are shifting focus when a fullscreen modal/dialog is opened #17200

📝 Provide detailed reproduction steps (if any)

  1. Open Feature-rich demo (https://ckeditor.com/ckeditor-5/demo/feature-rich/)
  2. Launch a dialog/modal with dark background (no interaction with editor), for example Media Embed
  3. Use Alt+F9 or Alt+F10 shortcuts to focus menubar/toolbar

✔️ Expected result

  • menubar/toolbar is not focused, keyboard shortcut does not do anything
    OR
  • dialog is closed, menubar/toolbar is focused as usual

❌ Actual result

  • menubar/toolbar is focused, dialog is still opened, there is no way to return focus to the dialog

  • Browser: Chrome
  • OS: macOS
  • First affected CKEditor version: found in 43.1.0
  • Installed CKEditor plugins: n/a
