A block-based theme template is made up simply of a list of blocks in the format of block markup. Any block can be used in a template. Templates are html files rather than the traditional php templates in standard themes.
Templates are designs for pages and can include one or more template parts. Both templates and template parts contain block markup to represent blocks and block settings and content. Template are located in a templates directory in the theme and template parts are located in a parts directory.
