Per Table 17: SoC integration requirements - Hardware Integration Specification
Need to remove the following from the scan chain:
cptra_scan_mode_Latched_d
cptra_scan_mode_Latched_f
field_storage.internal_obf_key

Suggest to wrap those non-scan flops in a dedicated hierarchy
So this hierarchy/module will be selected to be excluded for scan.
To simplify related DFT tools configurations.
