Websocket RPC

Ethereum clients support RPC through websockets. However, it's not the case that it's a stream kind of websocket server/client relationships we usually see on CEX APIs or many other websocket use cases. Rather, it's just sending requests through the websocket.

Not sure if Sovereign SDK has plans to implement this, also we don't have to.

If it turns out to be an easy thing we should, if not we can postpone this until we have everything else ready.
