Desktop Safari: Icons don't scale with browser zoom

Describe the bug
Adjusting browser zoom doesn't adjust the size of icons, making them look smaller or larger than their associated text.

To Reproduce

1. Go to a page with icons, for example https://cfpb.github.io/design-system/components/alerts
2. Adjust browser zoom, zooming in or out
3. Note that icons don't scale even though text does

Expected behavior
Icons should resize along with text.

I can reproduce this in macOS desktop Safari 18.0 (18619.1.26.111.10, 18619). This does not appear to happen in Mobile Safari on iOS 17.6.1, desktop Chrome 129.0.6668.59, or desktop Firefox 131.0.

This might be related to WebKit issue https://bugs.webkit.org/show_bug.cgi?id=199236, supposedly fixed by WebKit/WebKit#33020.

Thanks for filing this @chosak and for the added context. Andy @anselmbradford is there anything we can actually do on this one, or is this more a matter of Webkit fixing this upstream?
