Edit Defaults: Documentation link just reloads #261

The "Edit Defaults" button on the left pane opens the Modal form correctly, buy also shows the documentation link as for the bots. As it's not a bot, the href is empty, causing that a click on it just reloads the page.

Instead we could link to https://intelmq.readthedocs.io/en/maintenance/user/configuration-management.html#systemwide-configuration-global

P.S.: The page reloads, if no previous edit-bot window was open. Otherwise the link is the same as from the previous bot is used.
