Firefox: CSS issue with Firefox

some elements were not placed correctly visually:

• fieldset minimize/maximize links in forms
• fieldset legends in form aside blocks

I removed the "@-moz-document url-prefix()" block in public/cui/theme/css/form.css
everything is now OK
maybe this was done for a previous version of Firefox
