Please include the license in the PyPi tar (required by the BSD license)

Hello,

The PyPi release tar does not include the License text, but the BSD license requires that the license text be included. So, could the license file please be included in the manifest so it ends up in the pypi tar?

(Also: there seems to be some issues with the versioning between the pypi release and the code here: we can't seem to find 0.2.0 from pypi here in the GitHub repo---setup.py wasn't bumped here?)
