Changes in the new data

• There is now a "storage" section in the net metering table, which doesn't reflect a change in the form from 2022 but just in how the data is reported in the output tables. This includes some non-PV storage columns that were collected but not reported. This also adds energy capacity (MWh) fields for storage.
• Virtual capacity is now broken out by < and >=1MW in the net metering table.
• Adds energy capacity (MWh) to the storage fields in the non-net metering table.
