Investigate non-deletions when draft doesn't change

In #487, two archives were marked as "no changes" in slack and had no changes noted in the summary archive, but were considered by our runner to have changed and accordingly were not deleted: epacamd_eia and vcerare.

There seems to be some kind of bug with our change detection here that should get fixed.

This isn't going to come up again until Jan 1 and we aren't getting any incorrect information about the archives, but it's a concerning blip that should get investigated.
