Multi-line not working with keyboard input

Pasting a query that is multi-line works perfectly.
When using keyboard input, even after pressing the F3 key, the command executes immediately when pressing enter to continue to the next line.
I have tried this with an empty line too, but then just executes nothing.
The F3 input mode change does not make a different in behaviour.
