Consider adding why folks should consider registering their use of open source tech in the Open Resource Exchange - and is it required for some sort of internal compliance/governance at GoC?

Example:
All uses of open source, including versions and dependencies, must be registered/noted. Any development tools or runtimes used on your machine, eg. editors, not required, to be registered.

Reasons for requesting registering may include:
GoC is working towards automation and tracking scenarios of open source usage at GoC and this information is extremely important for security teams.
