By default the ability to assign a license to Crown Copyright work sits at the DM level.
It would be nice to have a list of departments and where the authority to assign a license currently sits to make it easier for people attempting to open source their work.
It took me a while to figure out that the authority had been delegated to the DG level at ESDC as it wasn't common knowledge in my department.
Thankfully my department is large enough that it has an Intellectual Property Centre of Expertise and they knew who had that authority but I had to write a lot of emails to get to that point.
I did some googling and it looks like there might at one point have been a published list but it doesn't look like that's the case anymore.
