Related to #2286

In the above linked ticket, we added a notice that we would remove the global.multiregion.installationType option in the helm chart in favor of application API's for multi-region failover/failback operations. This task is for actual removal of those references in the chart's default values, and any references inside the templates.

We should also remove our notice in NOTES.txt
