Documentation : Since 7.22 the camunda-license-check is in Public Repo - Customers need to add maven settings

Acceptance Criteria (Required on creation)

• Migration guide 7.21-to-7.22 needs to be updated by adding a note telling EE customers to add the public artifactory repo in their maven settings, to be able to download the camunda-license-check artifact which is now in the public repository
• Consider updating the ce-to-ee page to have both public and private repo. ref.
