Identify places on ODCA where we should link to the FAQ or include specific explanation to give the user additional cotextual information about what they're looking at.

There's some forward thinking in #197, but for this story we're just looking for something simple and low-tech.

@adborden I'm thinking we use some of the text from the FAQ in the About text and the home page. I'll review Monday and make some suggestions.
