Adding a build target for ARM on Windows. This would also involve running integration tests the CLI for ARM on Windows on the main branch (or possibly on PRs) since it's a tier 2 target.
What problem does it solve?
It is difficult to test Javy for Windows on Macbooks with Apple Silicon since we need to use emulation to create an x86 VM. Windows 11 requires multi-core support and Rosetta does not officially support multi-core.
