The current approach is incompatible with the new runtime/buildtime installation split (the rule cannot "see through" the alias).

See the following branch for the new way: https://github.com/build2-packaging/Qt6/tree/plugins-posthoc-rework

We can do it for the next release and once build2 0.17.0 is out.
