Inconsistent ordering of CSV lines based on timestamp and order of execution

The output of the CSV has inconsistent ordering on different runs.

This behavior was observed on the same TX where different CSV generations swapped the fee and the actual tx execution on different runs of the CSV generator. We should attempt to have consistent output down to each transaction such that fees come first always.
