Fix useEffects in TransferFunction.jsx #87

Right now the first useEffect runs when initTransferFunction runs and the other runs when canvasPoints, pointHovering, pointDragging, etc change.

When initTransferFunction changes (the model.transferFunction prop changes) it causes both useEffects to run at the same time which is causing errors
